Textus Mentis Foundation exists because we believe that the most powerful solutions to mental health challenges are community-based.

Not charity. Not pity. Not institutional detachment.

Textus Mentis means “the fabric of the mind.”

In ancient Latin, textus referred to something woven — threads intertwined to create strength and meaning. From that same root comes the word text: something structured, held together, shaped with intention. And mentis means mind — not just memory or intellect, but the inner life of a person: identity, consciousness, dignity.

Textus Mentis reminds us of something essential:
the mind is not a solitary object. It is a fabric.

 

Our Mind is woven from relationships, environments, experiences, language, touch, belonging. When one thread weakens — whether through dementia, Alzheimer’s, depression, anxiety, trauma, or other mental health challenges — the answer is not to isolate the thread.

The answer is to strengthen the fabric.

Textus Mentis Foundation is dedicated to transforming the way society understands and responds to mental health challenges, with a special focus on dementia and Alzheimer’s disease.

We believe that care must evolve alongside demographic reality. As populations age and life expectancy increases, the number of people living with dementia is rising at an unprecedented pace.

Today, more than 55 million people worldwide live with dementia.
By 2030, that number will exceed 78 million.
By 2050, it is projected to reach nearly 140 million people.

Every three seconds, someone in the world develops dementia.

This is not a future issue.

It is a present responsibility.

This exclusive 4-day experience includes a 3-day intensive professional training inside the world-renowned dementia village, offering participants the unique opportunity to fully immerse themselves in the daily life, philosophy, and care model of The Hogeweyk®. Participants will also experience how residents freely engage with the outdoor spaces, gardens, squares, and neighborhood environment designed to promote autonomy, dignity, and quality of life.

Due to the immersive nature of the program, spaces are extremely limited and early registration is strongly recommended.

In my career, I have faced many enemies. Most were visible. Identifiable. Strategically defined. Mental health is different.

Depression, Isolation, Burnout, Dementia and Alzheimer’s are all silent adversaries. They do not attack borders — they infiltrate lives. They erode memory, identity, and independence from within. They strain families and overwhelm systems long before society realizes the scale of the threat. And the numbers are rising.

The hardest enemy to defeat is the one you are not prepared for. That is why we founded Textus Mentis Foundation.

Preparation is our strategy. Training is our defense. Community is our reinforcement.

We cannot fight Mental Health Challenges with outdated models or passive concern. We must equip professionals, strengthen communities, and protect dignity with the same discipline and resolve we would bring to any critical mission.

This is not a battle of fear. It is a call to leadership.

And leadership begins now.

Rosso Serrano

Gen (ret) Rosso Jose Serrano

Honorary Chairman
Rosso José Serrano Cadena was born on August 30, 1942, in Vélez, Santander. He joined the National Police of Colombia in 1960, trained at the General Santander Police Cadet School, and earned a doctorate in Law and Political Science from La Gran Colombia University. During his tenure as Director General of the National Police from 1994 to 2000, he played a crucial role in the fight against drug trafficking, leading operations that contributed to the dismantling of the Cali and Medellín cartels. Under his leadership, the National Police implemented major reforms that enhanced transparency and institutional efficiency, earning him recognition both nationally and internationally. In 1999, he was named “World’s Best Policeman” by the International Association of Chiefs of Police, in acknowledgment of his integrity and commitment to justice. After retiring from the National Police, Serrano continued his career in the diplomatic arena, serving as Colombia’s ambassador to Austria from 2002 to 2010, and as Permanent Representative to the United Nations in Vienna, where he continued contributing to the global fight against organized crime. His trajectory is a model of dedication and public service, and his legacy remains a reference in the history of security and justice in Colombia.

Mariano Schlimovich

Executive Vice President
Mariano brings over 30 years of experience in the field of not for profits, with proved leadership in education, community development, capacity building, and social welfare to his role as Executive Vice President at the Textus Mentis Foundation. Originally from Argentina, he began his journey in cultural and community work with Jewish Community Centers and through involvement in the Conservative and Liberal movements. Fluent in English, French, Spanish, Hebrew, and Italian, he has dedicated his career to creating and delivering innovative projects across Europe bringing on board of his projects several foundations and private donors. Most recently, Mariano served as Executive Director of the European Council of Jewish Communities (ECJC), where he oversaw programs in Jewish education, welfare, community engagement, and youth work. Based near Bologna, he frequently travels across Europe and US to learn what are the new challenges in the field and to strengthen potential new partnerships for the Foundation’s programs At Textus Mentis, Mariano uses his strategic insight, multicultural background, and operational expertise to shape and deliver innovative philanthropic initiatives. His commitment to collaboration, ethical leadership, and measurable impact ensures our investments truly resonate and drive lasting change.

Claudia Cristina Serrano Evers

Executive Member
Lawyer, Universidad de La Sabana (1993), with over 20 years of experience in the public sector. She is Founding Partner of Audire Sostenible Lawyers buffet. She holds a specialization in Environmental Law from Universidad del Rosario, a Master’s in Environmental Auditing and Business Planning from the Institute for Ecological Research in Málaga, Spain, and a specialization in Constitutional Law and Constitutional Litigation from Universidad Javeriana. Her professional career has focused on environmental and agrarian matters for six years, deepened through her roles as Judicial Prosecutor and Delegate Prosecutor for Environmental and Agrarian Affairs. For 12 years, she worked at the Office of the Comptroller General of the Republic, holding various positions, most notably in the Fiscal Responsibility division, where she served as Delegate Comptroller and Head of the Special Investigations Unit against Corruption from 2013 until September 2023. Her management style has been results-oriented, with a strong focus on achieving high-impact goals through leadership, responsibility, teamwork, and knowledge-sharing. She has also taught Environmental Law for approximately three years at Universidad del Rosario, Universidad de La Sabana, and Fundación Universitaria Los Libertadores.
